The system will lock out an IP if there are 4+ failed log in attempts. This is to help prevent hacking attempts.
These do not have to be your personal attempts to log in but just attempts from your IP.
If you reset your password during that lockout it will still prevent you from logging in. So just wait for 20 mins and then try to log in with your new password.
